VOLT tags.txt to OT 1.8.2

I spent some time today updating my VOLT tags.txt file to cover scripts, language systems, and features as covered in the OT v1.8.2 registry. Note that in a few cases my names don't exactly match the names in the registry, notably where the latter differ from the Unicode script name. For script tag names, I've removed parenthetical annotations, but have retained these for the language system (in VOLT, I am almost always entering the tags and letting VOLT auto-insert the name from the tags.txt file). Feel free to take and edit however you find useful.
